A Principal of The Scowcroft Group, Tom Gallagher provides strategic advice to the Group’s clients, specializing in US monetary, fiscal, and currency policies and analyzing G20 economic policies in general.
Prior to joining The Scowcroft Group, Mr. Gallagher was a Senior Managing Director of International Strategy and Investment Group, Inc., a Wall Street research firm. Prior to joining ISI in 1999, he was a managing director at Lehman Brothers, where he worked as a political economist for 13 years.
Mr. Gallagher was the top vote-getter in the Washington Research category on the Institutional Investor’s All-Star Team from 2001-2010. He also sits on the Global Investment Committee of Morgan Stanley Smith Barney’s Private Wealth Division, the largest private wealth manager in the world, and serves as the Vice Chairman for CEBM, a Shanghai-based Chinese economic research firm. He is also on the faculty of the Georgetown University’s Public Policy Institute as an assistant adjunct professor.
Tom serves on the Board of the Africa Parks Foundation of America and on the Editorial Advisory Board of Mental Floss magazine. Mr. Gallagher was a regular panelist on “Louis Rukeyser’s Wall Street” and served on the Community First Bankshares Board of Directors until it was sold in October 2004.
Before his employment on Wall Street, Mr. Gallagher worked in the federal government as a senior staff member at the US International Trade Commission, Legislative Assistant to Senator George Mitchell, Economist for the Senate Budget Committee, and as an Analyst in Public Finance for the Congressional Research Service.
Mr. Gallagher earned a BS in Economics and Political Science from the University of South Dakota (1976) and a Masters of Public Policy from the Kennedy School of Government, Harvard University (1978). He is also a Chartered Financial Analyst.
