A Principal of The Scowcroft Group, Thomas D. Gallagher provides strategic and financial advisory services to clients, specializing in U.S. monetary, fiscal, and currency policies. Prior to joining The Scowcroft Group, Mr. Gallagher was a Senior Managing Director of the International Strategy and Investment Group, Inc. (ISI), a Wall Street research firm.  

Mr. Gallagher was the top vote getter in the Washington Research category on the Institutional Investor’s All-Star Team from 2001-2010.  He is an adjunct professor at Georgetown University’s McCourt School of Public Policy. He served on the Global Investment Committee of Morgan Stanley Wealth Management, the largest private wealth manager in the world, from 2010-2013, and served as the Vice Chairman for CEB Monitor Group Ltd., a Shanghai-based Chinese economic research firm.  

Mr. Gallagher serves on the Board of the Africa Parks Foundation of America. He was a regular panelist on “Wall Street Week With Louis Rukeyser.”

Mr. Gallagher earned a BS in Economics and Political Science from the University of South Dakota (1976) and a Masters of Public Policy from the Kennedy School of Government, Harvard University (1978).
